Community Development Officer

FT/PT:  Full-Time

POSITION SUMMARY: 

This position will identify, develop and maintain relationships within the Bank’s CRA assessment area focused upon the creation of regulatory qualified community development (CRA) lending, service and investment opportunities commensurate with institutional community investment objectives.  Maintains a significant working relationship with designated line of business Community Investment personnel, coordinates opportunities and initiatives intended to support First Midwest’s community investment objectives and CRA compliance. The position will have regular contact with community leaders, government officials, First Midwest regional line of business management and Compliance staff.

 

REQUIRED EDUCATION, EXPERIENCE AND SKILLS:

  • Bachelor’s Degree or equivalent work experience
  • Minimum 5-7 years banking experience with strong working knowledge of Retail, Small Business, and particular emphasis on Commercial lending as applicable to community development credit and community development capital investment (LIHTC) principals
  • Proven experience with CRA and Fair Lending practices
  • Established community development relationships with proven history of effective interaction and results
  • Knowledge of contemporary community and economic development principals
  • Proven ability to work independently and achieve measurable results required
  • Excellent written and oral communications skills, including previous experience giving effective presentations
  • The ability and flexibility to regularly travel throughout the Bank’s assessment area geography, as needed
  • Experience in creating and managing effective business relationships and working partnerships related to financial services within our diverse community

 

DUTIES/RESPONSIBILITIES:

  • Asist commercial, credit and treasury line of business personnel in identification and the structure of community development loans and investments that support CRA objectives
  • Develop ongoing community development relationships leveraged through community leaders, developmental organizations, governmental officials and other centers of community influence for identification of community financial needs, CRA compliance consideration and accomplishment of identified regional community investment objectives
  • Develop and recommend processes, products and services to line of business management with a purpose of creating solutions in support of community financial need aligned with institutional community investment objectives (CRA and Fair Lending Compliance)
  • Develop and coordinate initiatives and participate in institutional product / process / service initiatives with line of business management in support of CRA regulatory performance and institutional community investment objectives
  • Prioritize: maintain responsibility, follow-up and other practices associated with positive client relationships, institutional policies and regulatory requirement
  • Identify and implement resources associated with external community development initiatives in collaboration with institutional line of business management and staff. Concentrate on effective initiative management; favorable client impact and creation of CRA qualified community development compliance consideration  
  • Act as a liaison between community development financial need and institutional business lines; refer client need to appropriate business line when necessary
  • Represent First Midwest within public / community / neighborhood development initiatives and functions
  • Leverage various internal and external developmental resources; maintain contemporary understanding of institutional community development objectives, community financial needs and CRA compliance standards
  • Maintain contemporary understanding of institutional financial products, services, policies and line of business structure
  • Assist management in review, identification and development of strategies related to accomplishment of community investment objectives and technical compliance needs, as required
  • Provide activity reporting to Community Development Manager as required by department guidance
